In 2009, the Commonwealth Heads of Governments met in Port-of-Spain for their regular bi-annual meeting. On the agenda was the discussion of how to move the Commonwealth forward, how to make the organization more relevant and how to have it adapt to the 21st century. It was at this meeting that the Eminent Persons Group (EPG) was mandated by CHOGM "to undertake an examination of options for reform".
